A project under construction with no qualifying evidence (a budget line, a contract, a site photo) scores zero for in-progress credit. An announcement alone is not evidence. Check the promise page for exactly what's on file.

Verdicts are weighted by contributor reputation, rate-limited per handle, and screened for coordinated or fresh-handle voting surges, which get held for review rather than published automatically.

By design, permanently. DMs are the vector for source-hunting, harassment, and entrapment of anonymous contributors, and we cannot moderate what we cannot see. Everything on The Floor happens in the open, in a channel, where it can be reported and reviewed.

Handles under 7 days old or under 10 reputation can reply on The Floor but not start new threads. It's a spam and sock-puppet brake, not a punishment, it clears on its own as your handle ages and earns reputation.
