A methodology note on off-cycle states
Six states run on their own election calendar, not the 2023 national cycle. Their term clocks reach the same milestones earlier or later than everyone else's, and if a scoring rule assumes a fixed calendar date instead of each governor's own sworn-in and term-end dates, it can quietly produce a wrong number. We found exactly that bug in this platform's own build. The fix, and the general rule going forward, is documented on the methodology page: promises that have not been through real editorial review are marked unconditionally excluded from the index, not timed to a placeholder date. Audit in progress means audit in progress, never a fabricated zero percent.
